      Let me add that part of demand response (probably a large part) will occur automatically. For example, smart technology will be built that will actively monitor the customer's peak demand 24/7. When the system "sees" approaching excessive peak demand, it will preclude the fridge compressor or AC compressor from cycling on. Ten minutes later, when peak demand has dropped a bit, one of these appliances will be allowed to come on.

      By dynamically monitoring house loads, the house's demand "profile" will be smoothed. This will be paid for by TOU (time-of-use) metering--the house will be charged, say, 20 cents per KWH when it uses KWH during peak demand times, but only 10 cents per KWH during lower-demand periods.

      TOU metering will incentivize demand-response solutions on a house-by-house, customer-by-customer basis.
